If a child's foot is right up to the end of the shoe, it's too small. There should be a thumb's width of space between the toes and the front of the shoe. Remember though, that shoes that are too big can do as much damage as those that are too small.

Froddo G3140197 Children's barefoot school shoes. These Froddo Children's T-bar shoes have a soft and supple Soft leather upper, and a full leather lining with a removable flat slimline microfibre footbed. There is a fully adjustable hook and loop strap fastening to keep the shoes secure on the foot and a fully flexible, zero drop, rubber sole that mimic being barefoot. This style has a wider, rounder toe box to encourage natural foot movement. The loop sole is narrower than the extra grip sole.
